I using normal window XP and Starhub broadband also like that.
Is it Starhub blocking the webpage??

Not too sure... I dare not call to ask...
Anyway... I figure that it got something to do with the DNS server and if u change then problem is likely solve... I've been accessing problem free after that...

when a site is block it will redirect to starhub like this below. so it a dns cache bug maybe.
